Mapping Accessibility in Universities

Exchangeability’s development is going well. We have updated the mapping information (with color codes) that show accessibilities & possibilities in many universities, mostly in Tallinn and Tartu universities. Many bright ideas for making events, introducing the project, also making a Facebook website will be fulfilled step by step.

Color Code
What is Color Code (CC)?

Color Code is a code based on the colors of a traffic lights - red-yellow-green. The code is used for convenient and quick review of ESN events, as well as universities, where the exchange student is planning to study or to visit friends here. Learn the code:

(red) - limited / no accessibilities
(yellow) - accessibilities with some limits, help needed
(green) - accessible

Color Code is more focused on the mobility of the events’ places, academic buildings. Student with special needs can have information from ESN by e-mail. If you have any questions about events or universities, don’t hesitate to ask from us ;)

*Tallinn University

Environment for Students with Special Needs

The following areas in the university provide facilities for independent wheelchair use:

The Terra Building (Narva Road 25 ) – Ground floor rooms ( marked with prefix ‘T )             

The Silva  Building (Narva Road 29 ) - Ground  and  first  floor rooms (marked with prefix ‘S’).  Note: the first floor is accessible by entering through the Mare building and using the sky-bridge on the first floor of both buildings.

The Mare Building (Uus-Sadama Street 5 )  - Rooms on ALL floors ( marked with prefix ‘M’ ). This building also has toilet facilities designed for people with special needs.

The TU Academic Library (Rävala Avenue 10 ) - Some of the reading halls are accessible by wheelchair.

The Science Building ( Narva Road 27/29 ) is now under construction and due for completion in 2012. This new building will incorporate a wide range of modern facilities to accommodate the special needs of physically challenged people.

To assist people with impaired vision, the first and last steps of all staircases in the university buildings are marked with red/white stripes (or black/yellow stripes in the Silva building). The TU Academic Library and the student residence on Narva Road both have a reading device available for people with impaired vision.

People with hearing impairment can use voice recorder in courses. Also is possible to use sign language interpreter ( student can inform contact-person of special needs students or find him/herself the interpreter ). Generally at courses professors are showing slaids.

Unfortunately at the moment are very poor learning conditions for students with special needs, and nothing is specially adapted. For the beginning of the next academy year BFM will be completed, and there's a new school building that includes accessible facilitates. Also there are no facilitates for visually and hearing impaired students now.

The new technical infrastructure, a modern library, reading room and the auditorium will make the quality assurance of teaching and research much easier. The largest lecture rooms are 150 placed circular auditorium, conferences and seminars, which are mounted on a video recorder and audio amplifier system. Help is needed for entering by wheelchair, 7 steps.

Karu 17

The TU student residence at Karu 17 Street provides accommodation specially designed for students using a wheelchair.  The residence building at Karu 17 Street is located in the centre of Tallinn, in the immediate vicinity of  Tallinn University.   In 2010, a three-room, specially designed apartment was constructed in the student residence for tenants with special needs. The apartment consists of two single rooms and one double room. The double room is designed to accommodate an additional person who is accompanying a student with special needs.

The apartment is located on the ground floor and the entrance, which operates with a magnetic access card, is through the parking space. The stairs are equipped with a platform lift.

Unfortunately in dormitory for people with special needs, conditions are not developed.

Environment for Students with Special Needs

The following areas in the university provide facilities for independent wheelchair use:

Entrance 

Wheelchair user can enter to university’s 1st and 6th academic buildings, as well as patio and 7th building (the house of power engineers) entrance. The map is here.

Wheelchair lift/hoist

Wheelchair lifts are set in the Main Building’s 4th, 5th academic buildings and between 5th and 6th academic buildings’s stairs on the 1st and 2nd floor.

With wheelchair lift can enter to 1st academic building’s canteen and to Main Hall (2nd floor of 1st building). Another possibility to get to Main Hall – through the 7th academic building (the house of power engineers) to 2nd floor by elevator and through the tunnel to 2nd floor of Main Building.

The lifts lead also to cafeterya and to wardrobe (both at 6th academic building). The lifts are working with a key, which can have from security guard on the 1st and 6th building’s security desk. Do not hesitate to ask for help. TUT student can use own key for lifts.

Elevator

During the day, the Main Building’s elevators are opened, until evening, when they will be locked. To get a key (magnet-card) for having access to elevators and entrances, student has to make a statement to the TUT security manager. A statement must be signed from director of Institute (institute of student’s own profession). The application must indicate the reason why rights are required (eg.using wheelchair).

What more, in TUT has convenient sporthall, which is accessible to enter with wheelchair. In sport’s centre is possible to go and try some free different sports, from aerobics to gym. Wheelchair users activities are limited, but there are a lot of competitions to watch and to cheer.

NB!

By wheelchair, entrance to 5th academic building’s 4th and 5th floor is restricted. If student has courses, which take place in noted places, please be sure to inform contact-person of special needs students (sven.kollamets@gmail.com, marika.kivik@ttu.ee) to organise exhange of audience if possible.

To assist people with impaired vision, the necessary contrast markings are poor, there are no reading device in library, nor screenreading programmes in computer classes.

Parking for special needs students near to the entrance is not marked. The entrance to the gallery (both sides) grade is 9 cm. Gallery entrance to the old building, part B, has 4 steps on stairs. 1st floor of the new building is accessible. The new building has toilet with special facilities, room C106, a mark for special needs people is not marked.

80/80a Path building – parking for special needs people near to entrance is not marked. Parking is in the soil, which with rain becomes soft and it makes difficult moving by wheelchairs. The building is not accessible for wheelchair-users, entrance has 6 steps. There are no elevator.

TTU Student Village offers custom dormitory rooms on the first floor, accessible by a wheelchair. Rooms are available at the Akadeemia tee 5, 7 and 9. In SAIS students should note „checkmark“ to apply a room and then contact with TTU Student Village’s accommodation specialist about special needs.

The system of building for people with special needs, that they would be guaranteed the possibility of movement, is elaborated. The system will probably not be around for the coming years.

*Estonian Academy of Arts

Estonian Academy of Arts moved in 2010 year to the many academic buildings, until the new building is completed.

In this regard, the current facilities are not broadly accessible for students with special needs.

Estonia street 7 – the building has 5 floors and it is equipped with an elevator until 4th floor. Unfortunately there are no ramps.

Pikk street 20 – the building has 2th and 3 floor in use (wheelchair movement by helpers), but no elevator and ramps.

Kiriku plats 1 – 2-floor building without elevator and ramps. Help needed for wheelchair user.

Raja street 11 and Suur-Kloostri 11a – no accessibilities.

A new building, which is now under construction, will guarantee to the students with special needs access to the academic work in forward time.

In 2011, Estonian Academy of Arts and Estonian Academy of Music and Theatre united new dormitory, which has 2 rooms for special needs students and also access for entrances.

Karu 17

At Karu 17 Street provides accommodation specially designed for students using a wheelchair.  The residence building at 17 Karu Street is located in the centre of Tallinn, in the immediate vicinity of  Tallinn University. *IT College

IT College’s new academic building, which was completed in 2008 year, had an important requirement in building’s design and construction, to give access for people with special needs.

Now in building has many well-established solutions – a ramp leading to the front door, which opens in the management of an infrared sensor.

There is also an elevator, accessible toilets, wide doors and low thresholds. Wheelchair access is possible in all auditoriums. Parking accessbility.

For impaired sight people, there are no customized solutions in building.

Students with hearing impairment had been studied and are studying at IT College, where sign language interpreters are helping them.

IT College student can apply a room in TTU Student Village, which offers custom dormitory rooms on the first floor, accessible by a wheelchair. Rooms are available at the Akadeemia tee 5, 7 and 9. 2 entrances to the building, a courtyard’s door is closed, entrance is from main door. Entering the main door, stairs of the house has two steps and stairs inside has six steps. The door is narrow and 2-side. There is no elevator and only movement is from the stairs. Parking is possible in front of and the side of house. Parking for special needs people is not marked.

Not accesible in both entrances, because of 4 steps on stairs.

The building is unaccessible because the archive is on the 2nd floor and there is no elevator. Main entrance has a door with two narrow side, where the second left-hand side is sealed from the inside bolt. In addition, the entrance to the low threshold level is 5cm and 4cm. The movement can be done on the stairs between floors. The first floor has a toilet (simple one). Accessible entrance is from the courtyard.

House is not accessible, difficult to access in the location of the building and slope grades, help is needed. No elevator nor toilet with special equipment.

On the fifth floor’s doorsill is10cm and cafe’s doorsill is 5cm. The elevator door width 75cm. The toilet room for passage is 83cm. No parking for special needs people. Entrance from the street to the sidewalk is 5-7cm high.

Not accessible by wheelchair. The building is surrounded by access roads, which are in poor
condition. Parking is in front of the gate, where the ground is soil and there is no proper footpath. Barrier to entry is the narrow door and threshold. The building is not accessible outside of a number of steps, there is no elevator.

*Faculty of Humanities academy building

2 entrances to the building. Wheelchair entrance from the courtyard, where is also possible to park. Inside the house elevator reaches 12% of the ne-ramp. Real space is uniformly high entrance thresholds. The thin lift (door width <70 cm, the doorway must be 900 mm), a freight elevator which can also be used. House main entrance has two steps stairs and inside the house has another 16 steps to reach the first floor where is the elevator. A toilet for the  disabled persons is in the house, which is full of cleaning tools, lack of compliance pull  handle (was taken away, the screw holes are there).

Wheelchair access from the courtyard. Limited access to steps, because of 12% slope. 2nd floor level of the lecture rooms is 17cm. 2 and 5 steps on stairs on the third floor. The fourth floor has toilet for special needs students and it takes 6 steps to get 4th floor.

Emergency exit in the building is to the courtyard, the door’s step degree is ~ 40cm. There is no parking in front of the building.

Wheelchair accessible to the building is only in the courtyard, where is access to the elevator. The entrance in a courtyard is paved and there is the opportunity to park. House on the right side of the second and third floors, 30% and 2m of the ramps are leading to the house.

Entrance on the 0 floor, the movement is only on stairs between the floors. Educational buildings are on the 2nd and 3rd floor.

Parking behind the house, down the ramp from which (8%) can access to the café and toilet. There are 3 steps until elevator, but it is possible to pass by the house inside, which has 26% of the ramps and elevators from main entrance. Movement of the higher floors is guaranteed. Movement of the first floor of the house is prevented with three-step, which makes entering the building from different entrances. The situation would be solved by three-step staircase to the slope.

The house is accessible from all entrances. In the house has narrow doors of elevator, which can be inaccessible for a broader (electric) wheelchairs to enter the elevator.

A bicycle storage room is in the house, where you can leave also the baby carriages. Special facilities for students in the rooms are not acommodated.

In the house are narrower elevators (~ 70cm), it may be more difficult to achieve entering by
wheelchair and by electric wheelchair is inaccessible. Special facilities and marked parking space are not adapted.

Narva mnt 89

The building needs renovation and special facilities adaption. The building has the existing parking, to the entrance from the parking lot, there is no decent way of pedestrians. From the Narva mnt boardwalk has 2 steps to the entrance of the house, some distance is covered with the pavement and pedestrian trail is uneven. 5cm high entry threshold.

Pepleri 14

The entrance accessible, but the stairs has four steps in the lobby, elevator is located on the back steps. In the lobby is possible to keep bicycles and baby carriages. Curbs near to house are 10 cm. It is not able to get into the rooms (by wheelchair). Parking is not marked, the park is located in front of the house.

Purde 27

Entering house is limited, there is 3 steps stair. The movement is only on the stairs between floors.

Raatuse 22

The building is accessible from both entrances. Parking lot side the entrance road camber slope is 6% (actually max.amber is allowed 2%). Main entrance curb stone is 6-7cm. Rooms with special facilities entrance doors are 4cm height.

Studying rooms are on the 1st and 2nd floor, accessible is only on the stairs. The entrance level is 18 cm. The way around the building is collapsed, and parking lot is hardly accessible.

A-part has 2 ramps, 7, and 8%. No special facilities toilet. Entrance to B-part through the yard.

B-part has a ramp of 8% and 6 m long. 1st floor corridor slope is 14%. Has toilet with special
facilities.
